NeoVGA RC1: PCBs are done!

Written 4/5/16

At last, the NeoVGA project is approaching completion. The release PCB design is much smaller, and has eliminated the various problems of the first revision.

Programming is accomplished wiht pogo pins, and I changed the 74HC245s to smaller packages with 0.6mm pitch. I've been soldering all of these by hand so this did add an extra element of work to it, but it's worth it to get the board so much smaller.

The VGA output looks great now, without interference like before.

In addition, I've added support for Capcom CPS2 hardware.

I'll be building more of these, and then later on I'll look into fabrication so I don't have to spend hours assembling these.
